Federated Farmers is aware that while there are not many significant changes from the operative District Plan, this remains a full review and so some of our submission points are made on text that has not changed. Section 79(3) of the RMA still requires a local authority to publically notify the provision and follow Schedule 1 processes even if after reviewing the provision, the local authority considers that it does not require alteration.
Federated Farmers considers that the review of the District Plan is a great opportunity to improve the existing District Plan in order to achieve sustainable management. Clearly articulated rules will provide resource users and the Council with certainty when making resource management decisions. Rules should not be ambiguous as interpretation may differ between parties, leading to adversarial situations.
Federated Farmers wants to see a Plan that is practical and realistic for the people in Otorohanga, and we believe that the Council is seeking the same outcomes.
