Federated Farmers recommends: That reference to ‘public user’, ‘authorised user’, and ‘responsible persons’ be deleted from the proposal and replaced with domestic user, non-commercial user and commercial users.
New definitions be included to define domestic user, non-commercial user and commercial users.
