Submission - Tasman District Council Stock Control and Droving Bylaw 2022

Federated Farmers submitted on Tasman Council’s recent Draft Stock Control and Droving Bylaw, which has been causing a few headaches for our Nelson and Golden Bay members. Problems with the bylaw include:
  • Unworkable rules requiring mobs of livestock to be held 50m back from roads before going onto the road, in an attempt to reduce the amount of stock defaecation on rural roads.
  • Requiring permits which will capture virtually all road droving within needless consent application processes, just so the Council can gather information on stock droving. (There are other ways to gather information besides requiring permits for everything)
  • Wrongly-placed rules citing the need for compliance with RMA freshwater management policy and regulations (when the Tasman Regional Resource Management Plan doesn’t allow the Council to use bylaws in its implementation methods on Freshwater Management – we have independent legal advice on this). 

We say this draft bylaw is significantly flawed and the Council should withdraw it and start again. A glimmer of hope is that the Council now seems to be listening to us and at the invitation of our members, Council staff have even gone on farm visits to witness how road droving is managed first-hand.
